Senior Data and Planning Manager (London)


Reporting to the Head of Registry, in the Registry team, this is a key new role in shaping the future of Point Blank. The post holder will have extensive experience in managing data submissions for Higher Education regulators and agencies such as the Office for Students and Higher Education Statistics Agency. The post holder will be responsible for providing leadership and development of student systems in conjunction with the relevant stakeholders to ensure the smooth running, effectiveness, functionality and reliability of our systems. The postholder will also play a key role in process review activities to support continuous improvement, ensuring processes are designed with student satisfaction in mind whilst optimising efficiency and effectiveness.

The successful candidate will have significant experience and knowledge of managing student record systems with experience of working in systems development. Experience working within a Higher Education context and using a high level of technical skill is a must.

The post holder will have experience in project analysis and requirements gathering, as well as familiarity with timetabling systems, databases and reporting tools. They will have knowledge and experience of project and process improvement methodologies. In addition, they will have strong interpersonal soft skills and will enjoy work collaboratively with key internal and external stakeholders including suppliers and user groups. 

An appointment at Grade 7 will be considered for a less experienced candidate with suitable adjustment of the responsibilities, however a minimum of three years’ experience within Higher Education is required.

Key Responsibilities

Statutory Returns and Regulatory Reporting

  • Responsible for the management, validation, analysis, query resolution and successful submission of the HESA statutory returns including but not limited to the AP student record, Graduate Outcomes, Unistats, AOR and Provider profile.
  • Responsible for the management, validation, analysis, query resolution and successful submission of the OfS statutory returns including but not limited to the Transparency return and HESES.
  • Management of other regulatory submissions including but not limited to the Annual monitoring report, QAA and partnership reviews.
  • Responsible for the management of the submission of the Teaching Excellence Framework (TEF) metrics.

Business Intelligence and Data Analytics

  • Develop a reporting and analysis cycle working with the Directors to support strategic planning.
  • Management of Ad hoc reporting and analysis to support strategic planning.
  • Management and coordination the development of management information dashboards to monitor institutional KPIs.
  • Management, development and reporting of data required to support the Access and Participation Plan to ensure widening participation groups are tracked and allow relevant stakeholders to take action to meet set Office of Students targets.
  • Enhance and promote Point Blank’s data capabilities by introducing self-service reporting using both internal and external data.
  • Providing advice and training to staff on the interpretation and use of data to enforce informed decision making.
  • Explore requirements needed for longer term strategic goals, streamline processes and make changes to internal systems where appropriate in alignment with Point Blank’s Strategic Plan and Data Strategy. 

Data Management and Reporting

  • Monitor Point Blank’s internal data life cycle to ensure the School obtains relevant, accurate and timely data for regulatory purpose and improving students’ experience.
  • Oversee the data cleansing process and the validation of student data within the student database and carry out bulk data imports or transformations accurately when necessary.
  • Provide advice and training to team members and colleagues relating to the collection and management of data.
  • Ensure concise and consistent reporting on students’ demographic, engagement, retention, progression and attainment data at the committees to support Point Blank’s quality monitoring and improvement.
  • Ensure correct and accurate data is presented to students through the Virtual Learning Environment.  

Qualitative Feedback and Surveys

  • Manage the analysis of Point Blank’s internal surveys including termly module feedback and annual student survey.
  • Manage the analysis of the annual National Student Survey (NSS).
  • Manage a student feedback framework to ensure student feedback is fed back to relevant departments for continuous improvement.


  • Oversee the student timetabling process each term using Point Blank’s internal system.
  • Plan each term at least six months in advance to help relevant staff understand resources (human and physical) required for delivery.

Information Governance

  • Implement GDPR principles in all activities and to ensure the maintenance of Point Blank’s ongoing compliance.
  • Promote data protection awareness and best practice in information management, data governance and data security across the institution.
  • Work with key colleagues and provide a link between regulation and practice to enable Point Blank to fulfil GDPR responsibilities.
  • Review contractual agreements relating to GDPR.
  • Responsible for the Data Protection Policy and all other supporting Policies.
  • Chairing the GDPR committee. 

Team Management

  • Direct management of the data team including regular meetings and project oversight, proofing, guidance and approvals.
  • Monitor and motivate team members to ensure the schools’ data quality and integrity are maintained and all internal and external deadlines are met.
  • Training and development of team members.

Person Specification



  • Professionally qualified with a relevant degree/postgraduate qualification, plus a previous leadership experience


  • Data and Analytics qualification



  • Experience of working in a data and analytics role with knowledge of SQL and student Information management systems
  • Current/ previous hands-on experience in HE regulatory data compliance
  • In-depth knowledge of the UK Higher Education Sector with at least three years’ experience in a data and planning role
  • Experience in a data and analytics role within Higher Education



  • Knowledge of Higher Education Government data returns including HESA, HESES and TEF
  • Advanced skills of MS office suite, particularly in Excel
  • Experience of Database Administration
  • Highly numerate and analytical
  • Proven ability to handle data and information in a sensitive and professional way
  • Ability to problem-solve and possess the confidence to challenge pre-existing constructs where necessary
  • Excellent communication and influencing skills
  • Ability to motivate, drive and performance-manage both actual and virtual teams
  • Ability to be self-disciplined and highly organised in their approach to their duties
  • Ability to prioritise responsibilities and adapt to change and work under pressure
  • Meticulous attention to detail
  • Knowledge of GDPR and data protection policies


  • Knowledge of Widening Participation within the Higher Education sector
